Pool permits around Oklahoma City
Every city in the metro permits pools through its building office. Your builder usually applies, but you sign off on the plan and live with the fence, so it helps to know what each city wants.
Oklahoma City
The City's residential pool checklist asks for the property address and legal description, owner and applicant contacts, estimated cost, maximum depth and square footage, the type of pool, whether it is heated, and a site plan showing the pool, property lines, distances to lines and structures, and all easements and rights-of-way (OKC residential swimming pool submittal checklist). The plan must show the location, type and height of the fence enclosure (OKC residential swimming pool submittal checklist). Submittals go through okc.gov/access or in person at 420 W. Main Street (OKC residential swimming pool submittal checklist).
Norman
Norman's FAQ lists a $50 flat permit fee plus $4.50 state tax, and an $80 erosion control fee when new impervious coverage reaches 500 square feet on lots under 2 acres (Norman swimming pool FAQ (Apr 2026)). Applications go through the City's online portal (Norman swimming pool FAQ (Apr 2026)).
Moore
Moore's application asks for the pool type, material, estimated cost including electrical and plumbing, square footage and depth, and contractor details. It notes a separate fence permit may be required (Moore swimming pool permit application).
Edmond
Edmond requires the homeowner to sign a barrier acknowledgment under the 2015 International Swimming Pool and Spa Code (Edmond swimming pool barrier sheet).
Inspections and when you can swim
- Norman: at least four inspections, three scheduled by the electrical contractor (shell bond, deck bond, electrical final) and a pool final by the pool contractor (Norman swimming pool FAQ (Apr 2026)).
- Moore: no use until a final inspection is approved by Building Safety staff (Moore swimming pool permit application).
- Edmond: no use until all final inspections are made and a Certificate of Occupancy is issued (Edmond swimming pool barrier sheet).
Zoning
Oklahoma City's zoning code lists swimming pools in its accessory use table and states they are subject to City Code Chapter 12 (Oklahoma City Code Ch. 59, Art. XII (Zoneomics copy)).
